Access services for SRG

People with a sensory handicap want to have access to multimedia content on the TV too. Without access services such as subtitles, audiodescription and sign language this would not be possible. Using the Swiss Federation for the Deaf as an example, we will show the challenges and needs of the deaf when it comes to accessing TV content and the solutions available.

Access to TV content thanks to subtitling.

BACKGROUND

SWISS TXT produces subtitles for programmes on all the SRG TV channels. They are based on the Federal Act on Radio and Television (RTVV) and the agreement between SRG and the associations for people with sensory disabilities.

  • Mandate as per RTVG/RTVV Art. 7 concerning access to audiovisual media content for people with sensory disabilities.
  • SRG must make the content available to all.
  • Consultation with associations for people with sensory disabilities.
  • Proportion of subtitled content: 1/3 of the programmes as per the RTVV.

 

OBJECTIVES

  • To produce subtitles for live and prerecorded programmes.
  • To broadcast the subtitles on the programmes aired by the business units (SRF, RTS, RSI).
  • Good quality at the lowest possible cost.

 

APPROACH

SWISS TXT produces the subtitles on behalf of SRG. Regular checks to ensure that quality remains consistently high. An optimum service is developed in consultation with the associations for people with sensory disabilities.

  • SRG delegates this mandate to SWISS TXT for the purpose of producing and broadcasting the subtitles.
  • SWISS TXT is in charge of coordinating between SRG and the associations for people with sensory disabilities.
  • SWISS TXT checks the quality of the subtitles and introduces quality assurance measures.
  • Close on-site collaboration between the business units (SRF, RTS, RSI).
  • On-site subtitle editing in the business units SRF, RTS and RSI.
